PROBLEM TO BE SOLVED: To increase a probability of achieving desired transmission characteristics in rank adaptation control. SOLUTION: A radio base station eNB includes: an RI acquisition section 11 for acquiring "RI" indicating a stream number decided by a mobile station UE from the mobile station UE; an adjustment section 12 for adjusting the "RI" acquired by the RI acquisition section 11 by an offset value "RI offset" characteristic to the mobile station UE; and a stream number decision section 13 for deciding the stream number to be simultaneously transmitted to the mobile station UE, based on the RI that has been adjusted by the adjustment section 12.
