<P>PROBLEM TO BE SOLVED: To inhibit splash of waterdrops on a windscreen over pedestrians and the like by restarting a movement of a wiper blade at the time of restarting an engine from an idling stop. Ž<P>SOLUTION: In a wiper system reciprocating the wiper blade between an upper inversion position and a lower inversion position for wiping, when the wiper system temporarily stops for a reason other than an operation of a wiper switch, such as the idling stop, and then the wiper system restarts its operation, the wiper blade is operated at a speed slower than the normal wiping speed after the wiper system restarts the operation until the wiper blade of the wiper system reaches the upper inversion position first (S11, S12). Thus, the wiper blade is driven to the upper inversion position with a reduced wiping speed, thereby calmly wiping rain water staying in a wiping range without being splashed to the sides of a vehicle.
