<P>PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of enhancing exhaust gas characteristics, in a case where a catalyst is quickly activated. Ž<P>SOLUTION: A control device 1 for an internal combustion engine 3 comprises an ECU 2. The ECU 2 executes a perturbation control when a catalyst 11 having an oxide containing cerium as a main component, and containing palladium and zinc each carried by the oxide containing cerium is not in an active state, and temperatures of the catalyst 11 are higher than a predetermined temperature (in steps 32, 33, 62, 63). During execution of perturbation control, an air-to-fuel ratio of an exhaust gas that enters into the catalyst 11 is controlled such that an exhaust gas with a higher carbon monoxide concentration than an exhaust gas with a theoretical air-to-fuel ratio, and an exhaust with a higher oxygen concentration than an exhaust gas with the theoretical air-to-fuel ratio enter alternately into the catalyst 11.
