PURPOSE: A serving cell change method is provided to reduce load according to the cell changing procedures of a radio network controller. CONSTITUTION: A mobile station obtains a cell change timer value(201). The mobile station measures signals strength about one or more cells within an active set(203). If an event 1D is generated, the mobile station drives a timer(207). The mobile station performs a serving cell change process(209). If the timer is expired, the mobile station inspects the termination of the serving cell change process. If the serving cell change process is proceeding, the mobile station discontinues the serving cell change process(219).
