<P>PROBLEM TO BE SOLVED: To provide a transfer cleaning device, capable of sweeping away dirt due to toner staying on a brush roller and prevents reduction in the cleaning power, and to provide an image forming apparatus. Ž<P>SOLUTION: The transfer cleaning device includes: an intermediate transfer belt 31 to which toner is transferred; a charging brush roller 70, which is brought into contact with the intermediate transfer belt 31 and has a negative voltage equal to or lower than a discharge start voltage applied thereto at a first timing to charge the toner transferred to the intermediate transfer belt 31 and has a negative voltage equal to or higher than the discharge start voltage applied thereto at a second timing; and a cleaning brush roller 80, which is brought into contact with the intermediate transfer belt 31 and has a positive voltage equal to or lower than a discharge start voltage applied thereto at first timing to clean off the toner charged by the charging brush roller 70 and has a positive voltage equal to or higher than the discharge start voltage applied thereto at the second timing.
