<P>PROBLEM TO BE SOLVED: To operate an occupant protecting means at an appropriate timing regardless of difference in build of an occupant. <P>SOLUTION: Based on the transition of the head position of the occupant in a vehicle, a changeover in the displacing direction of the head of the occupant is determined.
