<P>PROBLEM TO BE SOLVED: To provide an organic electroluminescent member and an organic luminescent element, which can be driven with a low voltage, and has high luminance and a long luminous life. Ž<P>SOLUTION: In this organic electroluminescent member having at least an anode 12, and a cathode 14 on a substrate 11, and a plurality of organic layers 13 containing luminescent layers between the anode 12 and the cathode 14, the cathode 14 is formed by co-deposition of a simple substance metal selected from aluminum, magnesium, indium, silver and copper or an alloy of them and a halide of alkali metal, and the cathode 14 also has a concentration gradient in its thickness direction while having more halides of the alkali metal on the boundary face side with the organic layer 13.
