<P>PROBLEM TO BE SOLVED: To provide a battery controller and a battery control method, capable of controlling properly an operation state of a battery. <P>SOLUTION: A measuring instrument 6 acquires a measured value indicating the operation state of a fuel battery cell 1. A storage portion stores a statistical data indicating a relation between a change direction of the measured data and a change direction of an operation parameter. A computing portion computes the proper operation parameter suitable for making the measured value acquired by the measuring instrument 6 get near to a target value, based on the statistical data stored in the storage portion.
