<p><P>PROBLEM TO BE SOLVED: To provide a technology for improving quality of services when performing a plurality of services with communication within a limited band. <P>SOLUTION: A terminal 10 performs voice communication, video communication and data communication with another terminal 10 through a communication network 20. At such a time, the terminal 10 detects the amount of data other than voice data (non-voice data) to be transmitted per unit time and determines a bit rate of voice data in accordance with the detected transmission amount.
