PROBLEM TO BE SOLVED: To provide a neat liquid composition and a detergent solution which are excellent in separation performance of a water-soluble lubricant for chip cleaning in order to eliminate chips from a processing lubricant even when they are mixed, less putrescible, have excellent processing performance of waste water, secure a sufficient chip cleaning property, and produce no rust and discoloration of the member to be processed nor harmful effect on an environment etc., in a method for cutting and grinding a member to be processed by an ultratrace amount lubricant supply system. SOLUTION: The neat liquid composition for chip cleaning includes (A) 5-30 mass% of a polyalkylene glycol fatty acid ester; (B) 1-10 mass% of a 8-12C monobasic fatty acid and/or dibasic fatty acid; and (C) 5-20 mass% of a condensate of a castor oil fatty acid; (D) 15-25 mass% of an alkanol amine and aliphatic amine; and (E) 15-74 mass% of water, based on the total amount of the composition.
