PROBLEM TO BE SOLVED: To provide a mask sheet for display medium without causing any positional deviation between light transmission regions of respective layers even when a concealing layer is composed of two layers, to provide a display device with the mask sheet for display medium, and to provide a method of manufacturing the mask sheet for display medium. SOLUTION: The mask sheet 16 for display medium is used for covering a display surface of an electronic paper 14, and comprises a light transmitting base material 17 and the concealing layer 15 composed of a black color printing layer 19 laminated on one side surface 17a of the light transmitting base material 17 and a white color printing layer 18, wherein the concealing layer 15 has a light transmission regions 15a serving as a display pattern by means of the electronic paper 14.
