<p><P>PROBLEM TO BE SOLVED: To provide an improved ground structure capable of bearing not only a vertical load but also a horizontal load, and a ground reinforcing method for obtaining the improved ground structure. <P>SOLUTION: The ground reinforcing method includes: a load-transmission-plate installation step of installing load-transmission plates 2, 2 and 2 with rigidity and an area larger than horizontal cross sections of soil improving piles 3, 3 and 3 on the plurality of soil improving piles 3, 3 and 3 driven into the ground; and a mattress-installation step of installing a mattress-like structure 1 which has a filler 20 filled into an approximately rectangular parallelepiped-shaped frame body 10b formed of a geotextile on the plurality of load-transmission plates 2, 2 and 2.
