PROBLEM TO BE SOLVED: To reduce probability that an unrealistic estimation value is calculated in an extrapolation region. SOLUTION: A generation device of polynomial for estimation includes: an analysis data storage part 1 for storing data for analysis configured of the set of data of an input parameter and data of an output parameter; a special point information storage part 2 for storing the special points of an input parameter; a calculation part 3 for polynomial for low order estimation for calculating a polynomial for low order estimation by using data for analysis; a calculation part 4 for specific point estimation value for estimating an output parameter value from the specific point of each input parameter by using the polynomial for estimation; and a calculation part 5 of polynomial for high order estimation for adding, while making the set of the specific point of each input parameter and an output parameter value calculated by a specific point estimation value calculation part 4 data for analysis, the resultant data for analysis to the data for analysis stored in the data for analysis storage part 1, and for calculating a polynomial for high order estimation by using the data for analysis including the added data.
