PROBLEM TO BE SOLVED: To calculate a target torque and a target speed of an internal combustion engine with high accuracy even when a vehicle is stopped or is at low speed, in a control device for a vehicle including the internal combustion engine and a transmission with a torque converter. SOLUTION: A torque converter characteristic A expressed by a relation between n<SB>2</SB><SP>2</SP>/T<SB>2</SB>and t, and a torque converter characteristic B expressed by a relation between n<SB>2</SB><SP>2</SP>/T<SB>2</SB>and C<SB>P</SB>are found and stored in the control device 10 in advance. A value of n<SB>2</SB><SP>2</SP>/T<SB>2</SB>is calculated from a target value of T<SB>2</SB>and a measured value of n<SB>2</SB>, and a value of a torque ratio t is found by applying the values to the torque converter characteristic A. A value of a capacity coefficient C<SB>P</SB>is found by applying the value of n<SB>2</SB><SP>2</SP>/T<SB>2</SB>to the torque converter characteristic B. By the value of the torque ratio t being determined, a target value of T<SB>1</SB>is calculated from the torque ratio t and a target value of T<SB>2</SB>, and by the value of the capacity coefficient C<SB>P</SB>being determined, a target value of n<SB>1</SB>is calculated from the torque ratio t, capacity coefficient C<SB>P</SB>, and target value of T<SB>2</SB>.
