<P>PROBLEM TO BE SOLVED: To provide a technique for suitably monitoring a whistle and a siren of a loudspeaker of an outdoor slave station in a radio communication system such as a municipal disaster prevention radio communication system. Ž<P>SOLUTION: In the municipal disaster prevention radio communication system 50, a vibration sensor 15 is attached to a trumpet loudspeaker 13 of the outdoor slave station 8. At a key station 20, a vibration pattern (reference pattern) of the trumpet loudspeaker 13 when chimes indicating the start of broadcasting are sounded is previously recorded. For the broadcasting, the chimes are output from the trumpet loudspeaker 13, and the vibration sensor detects a vibration pattern accompanying the output.
