PROBLEM TO BE SOLVED: To provide a window opening and closing device which permits an operation to switch from opening and closing of an opening by a sliding paper door on the basis of air streams to forced opening of the opening by retaining the position of the sliding paper door and vice versa. SOLUTION: The window opening and closing device 1 has a window frame 2, the sliding paper door 4 arranged in the opening 3 demarcated in the window frame 2 and opening and closing the opening 3, a connecting mechanism 18 rotatably connecting the upper side portion 31 of the sliding paper door 4 in the vertical direction V to the window frame 2 so as to permit the sliding paper door 4 to freely open and close the opening 3, a connecting mechanism 19 movably connecting the lower side portion 33 of the sliding paper door 4 in the vertical direction V to the window frame 2 in the anteroposterior direction X, and an opening and closing operating mechanism 20 operating the opening and closing of the opening 3 by the sliding paper door 4 through the connecting mechanism 19.
