PROBLEM TO BE SOLVED: To stop an engine, without increasing resonance with a vehicle. SOLUTION: This device has a throttle valve for controlling the suction air volume of an internal combustion engine, an actuator for driving the throttle valve, and an electronic control device for controlling the internal combustion engine. The electronic control device has a means for sending a signal for opening the throttle valve to the actuator when an engine speed of the internal combustion engine becomes a predetermined value or less after closing the throttle valve by generating a stopping command of the internal combustion engine, a vibration determining means for determining whether or not vibration exceeding a predetermined reference is generated in the internal combustion engine after the stopping command, and a means for delaying the timing for opening the throttle valve after the stopping command of next time when determining that the vibration is generated. A frequency is analyzed by using time series data arrangement of an engine speed of the internal combustion engine detected by an engine speed sensor, and a spectrum is determined on a predetermined frequency, and when the spectrum exceeds a threshold value, it is determined that the vibration exceeding the predetermined reference is generated in the internal combustion engine.
