PURPOSE: A public broadcast method for controlling volume according to movement of a person and a device thereof are provided to keep the volume of a speaker minimum if movement of a person is not detected after fixed time. CONSTITUTION: A sensor unit(210) senses movement of a person at every time interval. If the movement is detected, the sensor unit generates a sensing signal. A controller(220) generates a maximum volume control signal during the first time in response to the sensing signal. If the sensing signal is not received until the first time elapses, the controller generates a minimum volume control signal. A speaker(230) maximally or minimally sets the volume outputted in response to the maximum volume control signal and the minimum volume control signal.
