PURPOSE: An internet group management protocol proxy device is provided to offer a faithful multicast service. CONSTITUTION: If a event is generated(S720), an IGMP(Internet Group Management Protocol) proxy device decides an optimum upstream interface or optimum upstream interface set for each downstream interface(S730). The IGMP proxy device decides whether a connection relation change is necessary or not(S740). In case the connection relation change is necessary, the IGMP proxy device connects to a member belonging to the corresponding optimum upstream interface or optimum upstream interface set every downstream interfaces(S750).
