PROBLEM TO BE SOLVED: To provide equipment and a method for rolling a steel plate, by which the pass time of rolling is shortened without performing drastic reconstruction of the equipment for rolling. SOLUTION: In this equipment for rolling the steel plate and the method for rolling the steel plate using the same, a feed roller 5 which is apart from the center of a rolling mill and in which the high pressure water for mill descaling is free from interference with housing posts 7A is arranged in the front from the mill center and a lower descaling header 3 is installed between the feed roller 5 which is free from the interference and a feed roller 5 which is shifted to the outside by expanding the intervals between the bearings 14 of the feed rollers 5 which are free from interference.
