PROBLEM TO BE SOLVED: To provide a configuration capable of safely and substantially inform one's party of a secrecy number after change when changing the secrecy number in a voice communication system for encrypting voice signals based on the secrecy number. SOLUTION: A DSB transceiver 1 includes a transmission section 20, a reception section 21, a secrecy voice processing section 31, a secrecy number name storage section 32, an operation section 12, and a control section 19. The secrecy voice-processing section 31 processes the voice signals based on the set secrecy number, thus creating and restoring secrecy voice signals. The secrecy number name storage section 32 can store a plurality of sets by relating the secrecy number to a nickname imparted to uniquely identify the secrecy number. The control section 19 acquires the secrecy number corresponding to the nickname by referring to the secrecy number name storage section 32 for setting to the secrecy voice-processing section 31 when the nickname is designated by the operation of the operation section 12.
