<P>PROBLEM TO BE SOLVED: To provide a photographing and observing apparatus capable of: carrying out multi-directional attachment of a plurality of pieces of equipment in underwater long-time photographing and observation in which equipment is attached to a rope or the like; being moved between ropes and being directed to an exact direction of water stream; and expecting low manufacturing cost, lightness in weight, and simple operability. Ž<P>SOLUTION: A rope 7a of a rope set 7 for setting and towing equipment is inserted into an apparatus body 1 in which a plurality of pieces of equipment attaching base 3 which can change the direction and angle of the equipment, an equipment holding arm 6, a water stream plate 4, and a stopper 2 are attached to a cylindrical body pipe 1a. The apparatus body 1 can be held by the stopper 2 at any position of the rope 7a, and has a structure which can rotate around the rope 7a with a bearing of the stopper 2 by an operation of the water stream plate 4 receiving the water stream.
