<P>PROBLEM TO BE SOLVED: To provide an antifouling coating liquid which can be uniformly applied also to a coating surface which has a nature to repel an aqueous liquor, and does not substantially contain an organic solvent like an alcohol. Ž<P>SOLUTION: The antifouling coating liquid includes a silica particulate, water, and a surfactant as an indispensable component, does not substantially include alcohol, and has 30 dyne/cm<SP>2</SP>or less of a surface tension. Further, there is provided a method of forming an antifouling coating layer which comprises applying the antifouling coating liquid further including titanium oxide to the surface of an organic, inorganic, or organic inorganic hybrid coating film.
