<P>PROBLEM TO BE SOLVED: To provide a printing control device capable of comparatively highly accurately reproducing the shade of an input image and comparatively reducing processing load; and to provide a printer and a printing control program. <P>SOLUTION: A PC 10 generates print data so that output pixels corresponding to each input pixel can be formed at the density corresponding to a dot-on ratio representing a value related to the difference between an input value representing gradation of each input pixel and a threshold corresponding to each input pixel. Based on the print data generated in this way, an input image to be printed by a printer 40 is formed at the density in which each output pixel corresponds to the difference between the input value of the input pixel corresponding to the output pixel and the threshold.
