PROBLEM TO BE SOLVED: To supply toner so as to have a uniform toner concentration in a developing device, without having to detect the toner concentration. SOLUTION: Each estimated consumption of toner is determined, based on all estimated consumption of toner to be consumed every printing operation, with respect to a toner transfer area, when it is divided, on the basis of a distance of the supplied toner transferred in the developing device 13Y during toner supply operation carried out cyclically, along an area of toner conveyance according to a toner supply screw 18Y, and an amount of toner supplied by single supply operation is calculated, on the basis of the toner estimated consumption with respect to either one area selected from the toner transfer area. After the toner supply, the estimated consumption of toner in the selected area is subtracted by an amount of supply toner, and a toner transfer area located at an upper stream side, in a circulation direction of toner more than the selected area is updated as a new selected area.
