<P>PROBLEM TO BE SOLVED: To provide a promenade which is constructed by paving chips on a soil and which can prevent the chips from being stirred up in wind, does not have a tendency to allow grass to grow, and maintains cushioning properties over a long period. Ž<P>SOLUTION: This method for constructing the promenade having a first chip layer and a second chip layer disposed on the first chip layer includes (X) the step of levelling a place where the promenade is to be formed, (Y1) the step of forming the first chip layer at the place levelled in the step above, and (Y2) the step of forming the second chip layer on the first chip layer.
