<P>PROBLEM TO BE SOLVED: To solve the problem that the so-called flat file or pipe file of a conventional type to be operated by inserting a binding shank into a binding hole of sheets has such a disadvantage that whenever an objective sheet found halfway through a batch of filed sheets, is removed or another sheet is inserted halfway through the filed sheets, these procedures cannot be performed, unless the other sheet found right over the objective sheet or the location of the new sheet to be inserted, is once removed from the file, and thus the frequent replacement of the sheets is very troublesome. Ž<P>SOLUTION: The loose-leaf binder and the file work in this fashion that a binding shank 2 with a slightly narrower width than the diameter of a binding hole 10 and an equal thickness to or a smaller thickness than the width of a slit open groove 9, is inserted into the binding hole 10, through the slit open groove 9, of the sheet P having the sufficiently narrower slit open groove 9 than the diameter of the binding hole 10, which is cut to the binding edge side from the binding hole 10 of the sheet P.
