PURPOSE: A fast mode decision device and method is provided to omit an unnecessary motion prediction mode decision process by predicting a bit ratio-distortion value of a macro-block for coding based on a statistical property of the bit ratio-distortion value gained in a reference picture. CONSTITUTION: A data storage(204) stores a bit ratio-distortion value with a macro-block according to a mode in a reference picture. A calculation unit(202) calculates a skip distortion value of the macro-block, a motion vector]of 16x16 mode, the bit rate-distortion value of 16x8 mode and the bit rate-distortion value of 8x16 mode. A mode decider(206) decides an optimal mode used in a coding of the present screen using the data stored in the data storage and the calculated value in the calculation unit with the mode. |
