PURPOSE: A method for the encoded video compression and a system are provided so that as the Exp-Golomb code the encoding box input big look-up tables are not used. The compression of data is proceed. CONSTITUTION: It receives a message the input binary value and the enhancer(201) adds. The shifter(203) makes the output of enhancer the shift. The look-up table(205) is connected to the output of shifter. The code length output, the second output, and the third output and fourth output are created. The subtractor(207), and the barrel shifter(209) and OR-gate(211) are connected to the second of the output of enhancer and look-up table, and the third and fourth output. The printing codes value is created.
