<P>PROBLEM TO BE SOLVED: To provide a cleaning device capable of suppressing an image carrier from being biasedly worn while securing the removal performance of discharge products. Ž<P>SOLUTION: The cleaning device 90 includes: a blade 42 that comes in contact with the surface of a photoreceptor drum 12 to scrape the residual toner T from the surface of the photoreceptor drum 12; a toner pool sheet 92 and a lower seal 50 provided on the upstream side in the rotating direction F of the photoreceptor drum 12 more than the blade 42, separately coming in contact with the blade 42 and the photoreceptor drum 12 and collecting the residual toner T scrapped by the blade 42 to form a toner pool TP; a toner moving means for moving the residual toner in the toner pool TP toward the rotating shaft direction K of the photoreceptor drum 12. Accordingly, the residual toner amount in the toner pool TP in the rotating shaft direction K is adjusted, and the residual toner pressure applied to the photoreceptor drum 12 is made uniform along the rotating shaft direction K of the photoreceptor drum 12, then, the properties of removing the discharge product are secured, and also, the photoreceptor drum 12 is suppressed from being biasedly worn.
