PROBLEM TO BE SOLVED: To promote user subscription to answering machine service by increasing the degree of changes in messages to the caller. SOLUTION: An answering machine system is provided with a means 3 for deciding the formation of message-use conditions to the caller that checks whether or not message-use conditions to the caller in response to the user are stored in a user information section 16 when a terminal device cannot respond to a call termination, and judges whether or not the message-use conditions to the caller are met using the built-in functions of the self system and the information obtained from outside of the self system when it is verified that message-use conditions to the caller are stored in the user information section 16, and a reproducing message means 4 to the caller that reads out message data to the caller corresponding to message-use conditions to the caller from the message storage section 12 when it is determined that message-use conditions to the caller are met and then transmits voice signals based on the message data to the caller to the caller.
