PURPOSE: A heat pump or a heat exchanger which can be normally and reversely pumped depending on the period is provided to reduce accumulated foreign materials. CONSTITUTION: A heat pump or a heat exchanger(100) which can be normally and reversely pumped depending on the period comprises a power source(300), a fluid flow control unit(250), a bidirectional fluid pumping unit(123). The heat exchanger is powered by the power source. The bidirectional fluid pumping unit normally and reversely pumps fluid by the fluid flow control unit. The pumped fluid flows through a first fluid pipeline(101).
