PROBLEM TO BE SOLVED: To provide an easy-to-open packaging bag storing contents that are heated before the bag is opened. SOLUTION: An expansion seal 12 formed so that an opening initiating position and a peripheral seal 11 near this position expand and are sealed inside the packaging bag 10 is provided with an opening initiating part 13. The opening initiating part 13 has a notch 14 starting from an end on the outer edge of the periphery and an open hole 15 that is not continuous with the notch 14, the open hole 15 having a first acute portion 17 extending in the direction in which the packaging bag 10 is to be opened.
