PROBLEM TO BE SOLVED: To make uniform the state of charge among battery rows connected in parallel. SOLUTION: A voltage equalization device 200 is for an electric power storage device 300 including: battery rows 20 in which multiple secondary batteries are connected; power converters 30 provided in correspondence with the battery rows 20; and control devices 40 for controlling the power converters 30. The battery rows 20 are connected in parallel through the power converters 30. The voltage equalization device 200 includes: a decision unit that acquires battery row information related to the state of charge/discharge of each battery row 20 and determines whether to carry out voltage regulation based on the battery row information with respect to each battery row 20; and a voltage regulation unit that, when it is determined by the decision unit that voltage regulation should be carried out, generates an offset command to adjust the state of charge/discharge and outputs this offset command to the control unit 40 of the power converter 30 corresponding to the relevant battery row 20.
