PROBLEM TO BE SOLVED: To solve a problem that, in the conventional method, when the structure of contact of an electromagnetic relay is one circuit and two contacts or more, one contact out of the two contacts is used for diagnosis and the other one is connected as a main contact for the circuit and device actually used, and based on the inspection result of contact operation for diagnosis, the contact of the main contact side which is not actually inspected is estimated as the same inspection result, and when the structure of the contact of the electromagnetic relay is one circuit and one contact, the connection state of the circuit and device to be connected to the contact is given an electric stress by the diagonostic signal and inspection is not possible. SOLUTION: As shown in Figure 3, a diagnostic signal generation portion 4, a detection portion 5b, and a judgement portion 6 are installed, thereby diagnosis of the contact 1a of the electromagnetic relay actually used becomes possible and a self-diagnosis with high reliability is possible. Furthermore, as shown in Figure 3, an input filter portion 8 and an output filter portion 9 are installed, thereby self-diagnosis inspection can be made without giving a stress to the power source (or output circuit) 3 and a load side circuit (or device) 2.
