PROBLEM TO BE SOLVED: To provide a portable cutter having a base attached with a parallel ruler, facilitating detachment/reattachment of the parallel ruler. SOLUTION: The portable cutter is structured as follows: a latching member 6 for fixing the parallel rule on the base 4 is formed from separate parts of a fixing member 8 having a lever-like operation member 7, a screw portion 8a and a head portion 13. The operation member 7 is made rotatable against the fixing member 8 without being separated and, under a disengagement state where engagement of the fixing member 7 with the operation member 8 is released, the head portion 13 of the fixing member 8 is positioned in a space portion 14 of the operation member 7. Further, the top face of the head portion 13 is substantially flush with the top 14a of the space portion 14.
