PROBLEM TO BE SOLVED: To provide a decorative plate which causes less deflection by self-weight even when being a thin plate and has good handling properties in transportation and construction, ease of work and excellent incombustibility and a method of manufacturing the same. SOLUTION: The decorative plate uses, as a substrate, a thin inorganic papermaking plate obtained by wet-mixing a blend comprising 30-70 mass% of a hydrating material for formation of a matrix, 3-6 mass% of a natural fiber and 0.5-3 mass% of an inorganic fiber and/or a synthetic fiber, excluding asbestos, 5-30 mass% of calcium silicate hydrate, 5-20 mass% of Wollastonite and 1-15 mass% of an inorganic filler to form a slurry, papermaking the slurry to obtain a green plate and pressure-dehydrating and curing and hardening the green plate and has, on one surface, a decorative layer consisting of a base-coat reinforcing layer, a decorative layer and a surface protecting layer.
