<P>PROBLEM TO BE SOLVED: To support promotion of streamlining of a workflow operation including business processing in which the determination of the workflow operation is necessary by information of a paper medium, such as a voucher. <P>SOLUTION: Input of an identification code that specifies a workflow matter added to a paper medium is received from an operation device 102 (S5001), the identification code and user information specifying an operation user of workflow are transmitted to a workflow control device 101, and information of processing waiting process of the workflow matter is requested (S5002). The workflow control device 101 obtains information of the processing waiting process which is a workflow matter corresponding to the identification code and corresponds to the user information on the basis of the identification code and the user information transmitted from the operation device 102 (S5101 to S5108), generates screen information for displaying information of the processing waiting process and transmits the screen information to the operation device 102 (S5109 and S5110).
