PROBLEM TO BE SOLVED: To provide: a developing roller capable of coping with the distortion thereof and obtaining appropriate developing characteristics; a developing device; an image forming apparatus using the developing device; and a developing roller manufacturing method. SOLUTION: The developing roller is characterized in that toner conveying grooves are continuously formed in the surface of a cylindrical member, and the groove depth of each groove is continuously increased as it comes close to each end from the center part in the axial direction. The groove depth is increased as it comes closer to the end part from the center part in the axial direction, then, the toner carrying amount at the center part becomes different from that at the end part. Accordingly, the appropriate developing characteristics are obtained while coping with a change in an electric field strength due to the distortion of the developing roller, using a level difference of an electric field value at which toner-scattering starts, caused due to the difference of the toner conveying amount.
