PROBLEM TO BE SOLVED: To provide a communication rule application technique in a communication device, for reducing the time from transmission of a content transfer request to reception of a response including content. SOLUTION: In the process that at least one communication device 210 relays the content transfer request from a client to a destination content server, a plurality of communication rule candidates which may be related to a process to transfer the contents returned as a response to the content transfer request to the client are acquired from the communication rule server 203 and at least one communication device holds it. When the response containing the contents is transferred by at least one communication device, the communication rules corresponding to the contents to be transferred in each communication device are selected among the plurality of communication rule candidates.
