PROBLEM TO BE SOLVED: To provide a developing device in which floating toner produced on the side opposite to an inlet across a developing area is prevented from being scattered to the outside of the developing device, and to provide an image forming apparatus. SOLUTION: The image forming apparatus 1 includes: a developer conveyer 20 which is arranged so that its circumferential surface may face an image holder 10 holding an electrostatic image on the surface thereof, holds developer on the circumferential surface and is rotated in the circumferential direction of the circumferential surface, to convey the developer to the developing area P where the surface of the image holder faces the circumferential surface, and is provided with a groove 22 extending in the circumferential direction on the circumferential surface; and the inlet 18a in one of areas R and Q on the upstream and downstream sides in the rotation in the circumferential direction which are across the developing area P and adjacent to the developing area.
