<P>PROBLEM TO BE SOLVED: To track a part of a moving object irrespective of boundaries among uniform blocks. Ž<P>SOLUTION: When a motion vector of an attention area A(t) on an object map OM(t) regarding the uniform blocks is MV(t), an area A(t-1) obtained by moving the area A(t) by -MV(t) is calculated, and a motion vector MV(t-1) is calculated as weighted average (V1×S1+MV2×S2+MV3×S3+MV4×S4)/(S1+S2+S3+S4). Here, MV1-MV4 are motion vectors of first to fourth blocks overlapped with the area A(t-1), and S1-S4 are the number of pixels of overlapped parts of the first to fourth blocks overlapped with the area A(t-1).
