PROBLEM TO BE SOLVED: To provide a roller clutch device improved in quietness and durability, and a starter and an engine starting device using the same. SOLUTION: A roller clutch 9 includes a clutch inner 9b rotated by a rotational driving force; a clutch outer 9c coaxially disposed on the outer circumference of the clutch inner and relatively rotatable with the clutch inner; and a roller 9a disposed between the clutch inner and the clutch outer. The clutch outer 9c includes a cam surface consisting of an inner circumferential inclined surface 9c1 in contact with the roller 9a, a recessed surface part 9c2 larger in radial depth than the inner circumferential inclined surface 9c1, and a stepped part 9c3 located between the inner circumferential inclined surface and the recessed surface part.
