PURPOSE: A method and a device for preventing an overflow of a pre-decoder buffer in a streaming service are provided to improve the quality of an image and a sound by preventing the overflow through the monitoring of the amount of data stored in the pre-decoder buffer. CONSTITUTION: An RTP(Rapid Transfer Protocol) depacketizer(220) generates media data by depacketizing the received media data packet. A pre-decoder buffer(230,240) temporarily stores the media data. A pre-decoder buffer controller(290) monitors the amount of data stored in the pre-decoder buffers. If the amount of data is above a first threshold value, the pre-decoder buffer controller requests the transmission stop of the streaming data to a server.
