<P>PROBLEM TO BE SOLVED: To suppress the characteristic deterioration of an electrode substrate 1 having a metal wiring layer 12 and a transparent conductive layer 11, due to the corrosion of the metal wiring layer 12 or a leak current from the metal wiring layer 12. <P>SOLUTION: The surface of the metal wiring layer 12 is insulated and coated with a plurality of insulating layers 14. The electrode substrate 1 in this construction is used to form a photoelectric conversion element. Thus, the photoelectric conversion element having high photoelectric conversion efficiency is obtained, wherein the metal wiring layer 12 is surely shielded from electrolytic solution and its corrosion or leak current is effectively suppressed. The insulating layers 14 are preferably formed of materials containing glass components. Particularly, they are preferably formed by printing paste containing glass frit.
