PROBLEM TO BE SOLVED: To provide a crime prevention device and program for more effectively preventing a crime. SOLUTION: The crime prevention device is configured to detect the location of a person who is present in a monitoring area 60 at predetermined time intervals on the basis of image information obtained by a camera 40 which captures the image information of the monitoring area 60 in real time by imaging the monitoring area 60, to specify whether or not the detected person is an unidentified person other than a predetermined guard and guarded person by using an IC tag 90 and an antenna, to estimate the age and sex of the person specified as the unidentified person and the number of persons moving together on the basis of the image information, to derive the rate of a criminal probability that the unidentified person commits a crime on the basis of the estimation result, to calculate a crime risk value showing the degree of a crime risk by the unidentified person to the guarded person on the basis of the derived criminal rate, and to execute predetermined processing for preventing a crime by using the calculated crime risk value.
