PROBLEM TO BE SOLVED: To provide a manufacturing method capable of manufacturing easily a fuel which has a low transportation cost and a large heat release value. SOLUTION: This method for manufacturing a fuel comprises: placing a water-containing piece of wood in a hermetically sealed state; performing the application of pressure and heat while maintaining the water to thereby give the flowability; shaping the flowable piece of wood into a given form; thereafter releasing the hermetically sealed state and removing the water in the shaped body from the piece of wood; and then returning to a normal pressure and a normal temperature.
