<P>PROBLEM TO BE SOLVED: To easily handle a long segment in a flat tunnel space. Ž<P>SOLUTION: When a rectangular covering body is assembled by delivering long segments and short segments from a backward vehicle to a segment assembling device, the long segments are rotated 90° around the axis in the short side direction. Next, the segments are sorted into an upper side assembly and a lower side assembly on the backward vehicle 11. The segments for the upper side assembly are supplied from the backward vehicle 11, through upper outlet unloading lines C5, R5, L5, to the upper holding frame 53U provided so as to correspond to the upper long side part by the segment assembling device 51, and the segments for the lower side assembly are supplied to the lower holding frame 53D provided so as to correspond to the lower side long part by the segment assembling device 51.
