<p><P>PROBLEM TO BE SOLVED: To provide a function for stopping/restarting internal clock supply to a unit to which a synchronous design technique is applied without generating work or errors due to modification and difficulty in verification due to an increase in a design scale. <P>SOLUTION: When desiring the stop of internal clock supply, a transmitting side unit 100 requests the stop of internal clock supply to a receiving side unit 200. When the receiving side unit 200 approves the stop of internal clock supply and notifies the transmitting side unit 100 of the stop, the transmitting side unit 100 stops the internal clock supply.
