PROBLEM TO BE SOLVED: To provide a production method of a substrate for forming CNT (carbon nanotube), a production method of CNT and a substrate for forming CNT easily controlling a diameter of a catalyst and suppressing aggregation of the catalyst. SOLUTION: The production method of a substrate for synthesizing CNT includes: an alloy layer forming step of forming an alloy layer containing a component A having a catalytic function and a component B having no catalytic function on the surface of a substrate; and a selective oxidation step of selectively oxidizing the component B on at least the surface of the alloy layer.
